What a terrible department that it would continue to employ filth like this. Departments which continue to employ officers after those officers just one time are found to have used excessive force... but 4 times? Damages in excess of one million dollars? I always like to think there might be a reasonable explanation for all of this, but what could it be?

So much liability on the part of the city to keep this officer on the payroll. Why is this person still an officer?
