I'm in my early thirties, and I vote yes. I don't think there is an inappropriate age in which to wear Leggings/Jeggings as long as the look is flattering. I get on my mother about this all the time. Yes, there should be a level of age appropriateness, but that doesn't mean someone should have to give up style because they aren't 30 anymore.
Now HOW they are worn/look is a different story. I have a pair of red Levi jeggings, and they look like stretched jeans more than a legging. I wear shorter tops with my jeggings because I like to show off my curves and they look like regular jeans. With regular leggings I stick to wearing tunics.

I think the biggest rule is that nobody should be able to make out the shape of your ladybits. So, either they are a loose enough fit/thick enough fabric, or you wear something long enough on top.

Having watched 100s of hours of What Not to Wear I feel qualified to say Nude is Neutral and Navy is Neutral. A white shirt is classic if it fits well. I would say the shirt should be your "pop of color" if you don't do a statement necklace or bracelet.

I would add to this that if the fabric isn't thick enough or the fit isn't loose enough to conceal your cellulite, then wear a tunic! Saw a woman just yesterday wearing leggings (maybe they were tights?) as pants, and I saw every dimple in her behind. (It was not a good look for her.)
Her top was beautiful, too. A longer shirt with the leggings or regular pants with the blouse she had on would have been fine. She was an attractive lady, too.
