I guess it is similar to having a small frame with larger breasts. However, I think it's easier to find shirts to fit a small frame with larger breasts than it is to find pants to fit smaller waists with larger hips and/or rears.

I would agree with that, I think tops can be more forgiving of larger breast size than jeans are of larger hip/butt size. Though I have heard that in recent years more companies have started cutting jeans for "curvy" women. I've bought a couple of these types and they fit better than the ones that fit at the hips and don't at the waist. Generally, though, I like the brands that are specifically designed for a curvier bottom half. Or jeans with a ton of stretch.
Other things annoy me more, though. For example, I have such trouble with dresses that are fitted through the hips that I generally don't even bother with them because it's usually not worth it to buy a dress several sizes up and then get the top portion tailored.
