After I read that, I was like "I must have been really tired when I wrote that."

The point I was trying to make: Generally speaking, cross cutting doesn't happen anymore because the bulk of cuts happen earlier rather than later. You're less likely to see the case of Suzie who is not high enough on anyone's bid list to get a bid anywhere because the effect of RFM sort of "thins the pref list herd" a little. It evens out in such a way that PNMs are generally going to get a bid somewhere.

What is formerly our "cross cut PNM" now gets a bid somewhere, even if it's not her first choice and it's the WRC who invited back all in pool for preference.

{Sidenote: I find that cross-cutting was pretty rare even pre-RFM, but that's neither here nor there.}
