It is often better if the rec writer is someone who knows you personally. However, if your mother/father/brother/cousin/co-worker knows a person who is a member of an organization that you have no other connection to, then yes it is fine. Many areas also have panhellenic or organization specific alumnae organizations that may be able to help you when you have no other connections.

I went to school in Canada, so thankfully I didn't have to find recs, but yes, it can be extremely difficult above the 49th parallel If you just PM me your city, I could see if I know anyone there who might be able to help in some way. Good luck!!
