On the surface this Girl Scout policy would seem to exclude a child who has the anatomy of a girl but who chooses to live life as a boy, but I know it doesn't. My daughter's former troop had a scout like that, and she (he?) was well liked by the rest of the troop and the leaders. And I mean it was well beyond tom-boy.
