Colonies are new (2 year process) and are in the learning process. Locals are a bit harder to monitor, which is when you would call up the GLO. If they are a colony, the national organization can help clear the issue up.
Keep in mind that hazing is defined differently per fraternity. Asking for a DD is not hazing, neither is asking for a ride at 2 am. Hazing is an act which places you into an incomfortable situation of embarhassment and such. Ask the president during rush about hazing (and costs, unrelated but an important thing to ask).

Please don't make assumptions about or cast aspersions on locals. Many of them have boards of alumni that are a phone call away from being able to be THERE on the campus and are monitored just as, if not more, closely than chapters of national groups.
