I have never been asked for a rec in this manner, but I think if a close friend/relative referred a PNM to me, I'd think "well, if close friend considers her good enough for ABC, then she must be good enough for my org, too".
I have had friends ask me to write recs, and in turn I have asked others to do recs for girls that I know.

I typically put on the rec form that I do not personally know the young lady, but if my trusted friend vouches for her then I do note that.
