Whether you are at total or not has nothing to do with how many quota additions you can take. It is predicated only on matching bid lists to bid cards. So you will go to the group you listed highest if you are on their list. As an example from the days of hand bid matching, the PNM's names are called in alpha order and matched to whomever they list first - if they are on that group's first list. And so on thru the list of PNMs. And that is done till a group closes out and then they go with the PNMs second choice, and it starts over for them. The women left once all t he groups close out are then eligible for quota additions as long as they maximized their options. Then they are added as above. It's sooooooo much faster by computer! Take my word as one who did it by hand for many years!
So if you have a last name starting with a "T," that might affect getting a bid?

Only if you aren't on their first bid list. And with RFM, first list equals whatever number quota is. So if quota is 50 and you are in the first 50 on their list, you will match. It's after that where it gets a little problematic.
But whether by hand or computer, the match is PNM to chapter, not the other way around.

No. The second bid list is arranged in order of preference. If Suzy Allen is #10 and Jennifer Zizo is #9 on the second list for XYZ and they have one spot left, if both girls put them first, Jennifer gets the spot. Suzy's name may come up first, but she will be displaced as soon as Jennifer's card is pulled and Suzy will be bumped to her second choice group.
