I think it really depends on your school. My junior year of college, at a fairly competitive school, there was a study abroad student from Australia who wanted to rush. She had to talk to Greek Affairs about it, and Greek Affairs decided that if she rushed, should wouldn't be counted towards any chapters quota. She was awesome and every single sorority wanted her. She really could have had her pick of any sorority on campus. She ended up joining mine, and really seemed to have an amazing time. A year later, some of the girls in the chapter studied abroad in Australia and lived with her. So you should definitely look into it at your college's Greek Affairs office!!!
