I guess it depends on the state. But, out-of-state appears to be higher at CU than in-state does at Berkeley and UCLA (arguably the crown jewels of the UC system). Plenty of kids from my HS went to CU for the skiing and the partying--not necessarily the lower cost in comparison to Florida universities (which are a good deal).
