My suggestion when that happens (one sorority says pants are ok, another doesn't) is to go with a dress because hey, better safe than sorry. That outfit is cute (except those shoes are too much for a sorority recruitment event), but a dress is safer.

I feel like the dress is too costume-y too and I'm not sure a shrug sweater would look particularly good with it. One thing you can do to tone it down is to make sure your hair/make up/nails are as neutral and girl-next-door as possible, and that whatever shoes you choose are plain. In other words, don't show up in that dress with red lipstick and super shellacked hair a la stage make up. Subtle neutral eyeshadow and a natural hair style could balance it out.
