No, she didn't understand you were on quarters.
If spring is when formal rush occurs, then yes, all the sororities will be participating. The Greek Life website or Greek Life office should be able to answer that question for you.
And I hate to contradict but informal recruitment and COB/R are not necessarily the same thing.
Often all chapters participate in a structured informal recruitment.
