No, I think it was clear that Andrew was going anyway. If the speech swayed votes, it would have swayed Brandon and Rachel to vote for Kathy instead of sticking with the herd.
He may have started out as a pawn, with the plan that he'd get the benefit of veto and Brandon or Rachel would be put in his place. But then that didn't happen, and people started seeing reasons to vote for him. He had no alliance to speak of and didn't form close friendships with people who'd stand up for him or be sorry to see him go.
If any speech did him in, it was his veto speech, which in the eyes of the other houseguests allied with him squarely with Brandon and Rachel because they could see it was staged. Matt told him as much (after talking with other Brigaders and with Britney). Andrew was gone before they ever sat down for the voting ceremony.
