^ I'm very surprised that your consultants weren't willing to help you. I would go through all of your resources at the national level before you rule them out completely.
To me, it sounds like you don't need "structure". I think you need to learn how to recruit.
I would suggest contacting the "Recruitment Experts" at Phiredup.com. Their presentation lasts all day, and it is very helpful, informative and eye-opening. However, it does cost quite a bit ($5,500 for both fraternity and sorority presentations). I would suggest contacting a nearby campus' Greek councils, or other chapters of the fraternities and sororities on your campus that are in the vicinity, and ask if they participate with you and split the costs.
I promise it's worth it!
