Clarence H. Mowry (wearing hat - not a cap, left of man with bicycle). Clarence was president of Sigma Chi at Northwestern (seen here with other members of fraternity) [circa 1898]

I was going to say the same thing. So elegant and refined. Sometimes, I do miss the fact that people don't dress up much anymore (although I love being comfortable!!).

I never knew what/why exactly legs were hailed as "nice gams" back in the day. But this picture makes it all make sense.
