I think it has more to do with the Greek Advisor and the environment fostered by his/her office. If recruitment violations, non-Panhellenic behavior, etc is tolerated, this breeds the kind of experience you are talking about regardless of the number of organizations on the campus. Advisors/Greek Life offices that work to minimize these negative influences and maximize events that make groups work together help the environment. In the end, though, you'll never totally get rid of a feeling of competition when you compete for the same girls every year during recruitment.

And then there's the Greek life advisor who sucks so much that (s)he manages to get the groups to bond because they all hate his/her guts. LOL

That's what the campus I've worked with has dealt with for years...though Panhel spirit is almost non-existent. I figured out a long time ago- never hire recently graduated frat boy to be Greek Advisor, especially if he plans to date sorority girls!

One of our sorority advisors broke up with her husband and went on a fraternity boy dating spree. A rather public one from what I understand. GRROOOOOSSSSSSS

Our Greek Advisor even got one of his girlfriends to drop out of her sorority because he couldn't date an active. They promptly broke up once she deactivated.
