Exactly.
I believe most NPC organizations do allow alumnae of absorbed locals to be initiated. Such women immediately take on alumna status. (This is currently the only form of alumna initiation that AEPhi offers.) Women who accept the invitation and are initiated hold the same status as alumnae who followed the "traditional" path of rushing and pledging and being active members during their undergraduate years. Thus, these women's daughters (and sisters, granddaughters, nieces, etc. per national policy) are considered legacies.
The only exception would be for alumnae of the local who have been initiated into other NPC sororities. Once you're initiated into one NPC sorority, you can never join another.
