Actually - the reason most fraternities have policies against lil' sis' is due to the Title IX provisions that allow us to remain "single sex" orgs. The thought is that if the lines are blurred, it's might be possible for someone to challenge our single sex status in court - in other words, a female could sue for membership in the fraternity. Most lil' sis' programs used to have separate - and recognized - induction proceedures and in some cases rituals. I heard that some girls actually did sue for initation rites, but never confirmed that story.
