I know that a lot of the legislation came into play around 2005, after the big case with Matthew Carrington's death at CSU. Exactly when I'm not entirely certain.
I've heard of issues of hazing, too. My whole campus has heard of how one of our teams is literally made to do shots until they vomit. The things is, if it's rumors and no one actually makes a report, investigating is very difficult for the school.
