Because you don't even know if those 3 will choose to invite you back.
You also don't really know where you will fit in until you actually meet and get to know girls in EVERY chapter during recruitment.
It's silly to make decisions about chapters before recruitment because you just never know what will happen or what other chapters you will connect with.
