a few years ago at the school where i advise, the university allowed some students who were enrolled at the school as what we considered part-time to rush. the ruling was that all of these girls were taking some of their classes at the university, some at a nearby community college , which combined gave them the minimum required hours and were living on campus, so that we should consider them full time.

not saying this is correct, but maybe the op's is a similar circumstance?
