It depends! This is so complicated that there is no easy answer. If you're using Release Figures Management, then they would have a quota range and determine which way more PNMs get placed, which way the most chapters get quota, etc. They aim for success. If not using RFM but quota additions are allowed, then the logical thing is to make it 16 and allow the two left over PNMs to be quota additions, if they maximized their options. There are varying ways to set quota and the method that is going to be used should be defined in advance.
