How many credits did she take during the summer to get that 3.8? If her transfer GPA was 2.23 for about 30 credits (guessing at 2 semesters worth of credits) but she took, say 9 credits in the summer for getting that 3.8, it might not have been enough to bring up to an acceptable level for recruitment.
Agreed. It's the cummulative GPA that matters. So while a 3.8 for summer classes is something to be proud of, I doubt it would be enough credits to pull a 2.23 cummulative to above a 3.0.
