If you mean a local that's a member of Panhel at the school, they might have agreed to abide by some panhellenic rules (like no drinking in the house) to make things fairer for everyone and/or just to keep the other sororities from getting totally pissed off at them.


Even if they aren't NPC, they might have something in their local or national bylaws prohibiting alcohol in housing.
