Absolutely - I'm not saying this works for everyone, but I did this and I ended up getting admitted (even though I ended up attending a different school).

Agreed on both. I was waitlisted at one of my top choices originally, but was later accepted after sending an additional rec letter and a letter of my own expressing my continued interest.
