Animals are in a sense far inferior to people, but i see no reason to treat them badly.

That said, my experience with Greeks and dogs/cats on my trip to Athens and the islands a couple of years ago was pleasant. I agree. I do not believe that animals are equal to humans, just think it's terrible when people abuse and neglect them.
To the OP: animal abuse happens all over the world, including the U.S. Just because animal welfare laws exist doesn't mean they're enforced. It'll get you just a slap on the wrist in this country.
