I know at least in the State of Florida that you can get pulled over for 3 over, but I think that is the minimum...
During college, I worked for a city rec center, and some of the city cops would come in and tell us their speed trap stories...there were specific places they would ticket if you were even a few miles over the speed limit!
$177 does seem a bit excessive though....I have gotten pulled over before and the most I paid was $120 or something along those lines...
