While I'm not a NPC expert, I was certainly under the impression any changes to recruitment rules, including budgets, were subject to a CPH vote. I do know that within my national organization, any changes to recruitment rules are supposed to be passed on to the national "powers that be" before they are voted on, and this is followed on the campuses with which I am involved in recruitment. I wouldn't think a budget change that wasn't voted on- especially this close to FR- would be valid.
That said, does your CPH Consitution, By-Laws, and/or Recruitment Rules give the power to make such changes to the Executive Members?
