Deferred Recruitment and Changes
My questions pertains to a University with deferred recruitment. Our school has formal recruitment in January. Today we received notice that the recruitment budget had been changed for January's recruitment. Panhellnic Delegates were not included in the discussion or present when the vote occured. It was a decision made completly by Panhellenic Exec. This change, affects a sororities internal audit and budget. It seems this should have been set in earlier months when Panhellenic adopted their constitution and bylaws. Does anyone have any information about the process taken to change the budget?

Did the budget get bigger or smaller?
Did you already buy stuff? I don't think Panhel has to re-adopt their constitution and bylaws every year. |
The overall budget got larger. Yes we have already purchased most of our items. Should the panhel delegates been included? I mean panhel execs are disaffiliated, so where are the sororities being heard???

While I'm not a NPC expert, I was certainly under the impression any changes to recruitment rules, including budgets, were subject to a CPH vote. I do know that within my national organization, any changes to recruitment rules are supposed to be passed on to the national "powers that be" before they are voted on, and this is followed on the campuses with which I am involved in recruitment. I wouldn't think a budget change that wasn't voted on- especially this close to FR- would be valid.
That said, does your CPH Consitution, By-Laws, and/or Recruitment Rules give the power to make such changes to the Executive Members? |
Yes - the chapter panhellenic delegates should have voted on this not the Panhel exec. Additionally, you Fraternity/Sorority Advisor and/or College Panhellenic President should have sent the proposed changes out to your NPC Area Advisor in advance of the vote. The NPC Area Advisor will get that info out to all the NPC Delegates for the sororities on your campus. The NPC Delegates gives feedback to her chapter and THEN the vote is taken.
Even though there is a bit of a time crunch between today and your recruitment, your chapter should still notify your NPC Delegate of the changes. She can have a chat with the other NPCD's and hopefully your campus can use this as a learning lesson for future college panhellenic business. As a general rule your NPC Area Advisor should be contacted in advance of any CPH votes or when the campus is considering any of the following: A relationship statement, chapter evacuation program, ANY changes to bylaws, Constitution or recruitment rules (should contain the budget) and of course evaluating total or extension.
