Who the hell thinks this is news? People in this area (and other areas) do stupid stuff like this all the time.
Joe's not running, so what makes this worth publishing or reading?

wow, if you call 911 for a traffic jam you should probably face some kind of penalty. Those lines need to be kept open for emergencies.

Yeah, I'm pretty sure it's illegal, and you can be held accountable.
In related news, there was a big PSA campaign in Memphis not too long ago about not calling 911 unless there were an emergency. It was called 911 -- When Life Is on the Line. It showed billboards of cats in trees and stuff like that. Some where pretty gruesome: I remember a radio spot that was talking about this fictional guy's funeral -- his family couldn't get through to 911 in time.
