Not entirely inaccurate. I think it can be shifted to "compliance funds" which are used to address lawsuits and challenges related to the election, FEC findings, etc. Fairly standard on national political campaigns I think.

There are rarely excess funds. For one thing, most candidates will lend money to their own campaign. Anybody who has lended money to a campaign must be reimbursed prior to any other funds being distributed.

This information is a few years old, but again, I doubt that any campaign has many left over funds.
