After each day of rush, we sit around in our living room, and go through a powerpoint with each PNM's name and picture (usually just their facebook picture or one they supply - it's just a reminder of who they are, since we meet so many people. Our New Member Selection chair then adds up the points each PNM got, and the more points, the higher on our list she goes. Also, if you have a specific reason why you would feel uncomfortable with a certain girl in the house, you can talk to our president privately, and she will be cut, but that happens fairly infrequently.
You are, however, in a local sorority. It is the tendency of national GLOs to not talk about membership selection. So you aren't doing anything wrong on your end, I'm just giving the perspective of the NPCs.

One other thing to keep in mind is that the NPCs tend to have far more complicated selection processes than the one you just described. I know our Recruitment Manual is something like 150-200 pages long. This is likely to do with the prevalence of NPC chapters at schools with HUGE recruitments...let's face it, if it was as simple as sitting in the living room and a 1-5 ranking there is no way that our chapters could get through 900-1,000+ women in the large recruitments.
