Years ago the left wing faculty at Davidson College imposed a self-selection rule on the national fraternities. Something near 90% of al the men were in fraternities, but that mattered not to the radical social engineers.
Some nationals left the univerity fraternity housing; some stayed on under the new rule. basically, they have rush and the chapter has to take anyone who wants in. I suppose there's no exclusivity at all, but I don't really know.
