Again the quota range given was 67-80 - this does not mean that quota was set at 67 and then changed. Quota range is given while pref events are still going on so that the chapters get an idea of what quota will be and so that they can make their bid lists. I think it's a misunderstanding of how RFM works, what certain terms mean and how bid lists are made.
Quota range is could be given as 10-50 - doesn't mean that 10 is quota, doesn't mean that 50 is quota. It means that quota can be any number in the 10-50 range, but that it will be no lower than 10.
With RFM quota is not set until all PNM's have turned in bid cards, all chapters have turned in bid lists and the matching as been done for all ranges. In Arkansas' case 67-80.
Quota was/is and always will be 76 for 2008 Arkansas recruitment. : )
