The Quota number of 76 may have been what the recruitment officials working with the computer had as a final number, but the official number they gave to the chapters to turn in was 67.

Again the quota range given was 67-80 - this does not mean that quota was set at 67 and then changed. I think it's a misunderstanding of how RFM works, what certain terms mean and how bid lists are made.

Quota range is could be given as 10-50 - doesn't mean that 10 is quota, doesn't mean that 50 is quota. It means that quota can be any number in the 10-50 range, but that it will be no lower than 10.

With RFM quota is not set until all PNM's have turned in bid cards, all chapters have turned in bid lists and the matching as been done for all ranges. In Arkansas' case 67-80.

Quota was/is and always will be 76 for 2008 Arkansas recruitment. : )

I understand your explanation - I was there. And I understand the quota range concept, thus the larger numbers actually pledged. However, the official number given to my chapter (and I believe, per Irishpipes, at least one other house) to turn in as an "A" list was 67. All other names attending a pref party were turned in as a "B" list. So the concept of quota started when Panhellenic told us it was 67 with a possibility of 13 more.

Exactly, because the lower end was 67. You needed to put everyone else on the B list in case it was 67. And then the 13 more they told you was the higher end of quota range. They have to go on the B list in case quota isn't the highest number so that it's obvious who is and is not on the A list in the end.

Exactly what lauralaylin said. Also, all chapters are given the same quota range. It does not change from one chapter to the next. We're arguing semantics. When all was said and done quota was set at 76 + quota additions. I know, I was there too.
