I can't speak for your exact situation, but I do have experience living verrrry near a college campus.
Our condo bldg was next door to a house that was rented to at least 6 students. Not a frat house, but rambunctious college boys nonetheless, who apparantly had lots of friends.
As the weather cooled off, the parties became more frequent and louder. In other words, they began taking the party outside to enjoy the fall air.
Again, can't speak for UGA, but would think with football season approaching and cooler temps around the corner, there is a strong chance that the parties will just continue. If there is a balcony/deck/yard they will no doubt be louder.

I have found that a white noise machine is very useful - I can now sleep through almost anything as long as I have it going.
There will undoubtly be some noisy events throughout the year - but I imagine the majority of time it will not be a problem. Just be prepared to take defensive measures - white noise machine, noise cancelling headphones - or to go study at the library or local coffee shop.
It's true of all college neighborhoods - there will be some noise. Good luck in your studies.

In college, I bought a clock that makes thunderstorm noises. So when I lived in the dorms right by the fraternities, I just played my thunderstorm noises all the time. I still like that thing
