The NIC considers itself as a trade association of men's college fraternities which advocates for the evolving fraternity movement. This includes all "social" fraternities. As such, my guess is the NIC/NPHC fraternities desire to be a part of this association and see some benefit in doing so. As for the specific reasons, y'all will need to ask members of the NIC/NPHC fraternities what the benefits are for them.

It's a well-known rule of the NPC that even after disaffiliation, you cannot join another NPC, however, I've heard that IFC men can disaffiliate & join another group.
I know doing something like that is unheard of in the NPHC.

It doesn't change anything. NIC fraternities do not initiate members from other inter/national council or conference fraternities unless the man terminated his membership and was granted a release from IHQ.
And to be clear, this does not mean that an NIC fraternity (or chapter) may even consider previously initiated men for membership. Some may, others may not.

As Wolfman noted, four of the five NPHC fraternities are also a member of the NIC.
Alpha Phi Alpha
Iota Phi Theta
Kappa Alpha Psi
Phi Beta Sigma
