I'm not trying to brag (but it will sound like I am, I know) but I am very good looking, get good grades, athletic, I'm a member of the student government at my school, and I still LOOK like I'm about 15 or 16 ( no joke, I routinely get mistaken for a highschooler). Does any of this help or did I simply wait too long? Any advice would be greatly appreciated. And thanks!

P.s. -- some of you might ask my reason for wanting to join, and that's welcome, in short, I wish to maximise the rest of my undergrad experience, and help broaden my career chances, which I believe I will do either way, but again, this is still something of interest to me =)
Now that the 4 year olds are done, sure go ahead and rush. Even some of the really good houses take juniors and seniors occasionally and 24 isn't much older than some of the brothers who will be in the house still.
