Yes, everyone can have them. In some chapters everyone seems to get them, in some none, and in some it's half and half (that was my chapter).

There are some special award guards that only certain Pi Phis get to wear...

With the arrow plaques, I went out and bought a sheet of 1" pine wood at the hardware store. Then, based on the paddle my big gave me, my dad made me more arrows. I now have like 60, because my father likes making random things. I sell them for $5 to my sisters, so they don't have to drive to Bradley and pay $10 or $15.
If you find an arrow shape you like, I encourage finding a handy relative or sister to bulk produce them.
