Take for example the good ol' boy network:
The good ol' boy network describes a system of social networking and perceptions alleged to exist prevalently among certain communities and social strata in the United States. Although the term originated in the South, these networks can be found throughout the U.S. and the rest of the Western world. It is typically taken to refer to informal legal, judicial, social, religious, business, and political associations among white males ("good ol' boys"); however, in modern times can be composed of either or both sexes. In some areas, the good ol' boy network is said to still exert considerable influence over many aspects of local government, business, and law enforcement. Usage of the term can often imply a wrongful exclusion of others from the network; however, often the emphasis is on inclusion of a member, as in, "doing a good ol' boy a favor".

Thats what that means to everyone in the South. I don't know where the hell they are getting their information but it's certainly not accurate.

I wouldn't quite go so far as to say good ol' boys are "low class, white trash hicks." -- I've known quite a few good ol' boys in my time who would not fall into the "low class, white trash hicks" catagory. Rural, blue collar might be a better description than "trash" or "hicks."
But I do think there is a difference between good ol' boys and the good ol' boy network. In my experience, good ol' boy networks aren't necessarily made up of good ol' boys.

Yes. You did. Good job. Puncuation is confusing.

Well, you may call it something else but the sentiment is the same.
It's usually called the good ol' boy network or something to that effect. When people think of it they often think of Hollywood's depictions of the Ku Klan Klan and Southern white men (ETA: Some would be considered as "hicks" but whatever) who were allowed to literally or figuratively get away with murder because of who they know within a white niche. But as with almost everything, it isn't limited to the South (as MsFoxyLoxy said).
(Don't brag on that murder thing, btw.)
