Actually, he is speaking a language. It has rules that govern the way words are used and spelled just like standard american english. Yes, some words are not spelled correctly but he is just using vernacular used by many African Americans in their daily lives. And clearly, if they want to learn some steps from the fine Brothas of A Phi A, they might want to become one. Its a recruiment opportunity of sorts... Thanks :0)
