If you like, and if you don't mind paying the rush fees, go ahead and go through rush and meet some of the women. Just be aware that every group will probably have to release you because of your grades - no matter if they like you or not - because the individual sororities' GPAs are usually higher than the GPA the school suggests. If you can't even cut it w/ what the school wants you have a problem.
As far as "deserving to be part of the chapter" - some groups do take girls that are grade risks, but if there are a ton of other girls rushing that they like just as much and don't have to jump through hoops with their HQ to get permission to take - well, let's just say you would have to be a very, very, very stellar person and your chances of this happening are around .01%.
