I went to a NYE house party two years ago. I wore a long velvet skirt and nice long-sleeved cotton sweater (it was in the lower 60s that night). Some people wore jeans and a long sleeved t-shirt. Some people wore long skirts. Some people wore outfits closer to costumes. It was pretty relaxed. Check with the host or hostess about the dress code, since it varies.
