No, it's not just symantics, that was my point. I know a PNM wouldn't maybe know the difference, which is why I asked if she was sure she wasn't confusing the two. My gut feeling is that the local college panhellenic cancelled informal, not the national body NPC.
ETA: The college panhellenic may have cancelled an organized hosting of informal recruitment for the groups elligible, but I don't think they can prohibit chapters from recruiting new members. Chapters on the OP's campus may still host recruitment events or non-events.
