According to my fraternity's website, www.apo.org, there is an active chapter of Alpha Phi Omega there. As I'm sure you know, APO's cardinal principles are Leadership, Friendship, and Service. Our four fields of service are Service to the College/University, Service to the Community, Service to the Nation, and Service to the Fraternity.
APO is also coed.
Though I can see that what makes your fraternity different is that is is local, small, and has unique symbols and traditions, I am curious as to the fundamentals. If I were a first semester freshman, why would I choose Alpha Xi when another organization exists with similar principles?

I am wondering if it is because he was recently initiated SigEp? I know that they APO and SigEp are different entities (service vs. social), but there may be existing issues (ie some sort of personal experience) with the current chapters, or campus culture.
