My grandmother lived in Queens (minutes from Jamaica Ave) for the last 20 years of her life, and pronounced it safe and comfortable. Of course, she grew up on Jamaica the island, and there are parts of Kingston that make some of the worst areas in New York look quite nice by comparison  .

A "bad" neighborhood is...high crime, low income, boarded up homes, high police visibilty
A "decent" neighborhood is...somewhat upkept but has it's rough edges, mix of owners and renters, relatively safe
A "good" neigborhood is...more owners than renters, low crime, low trash, a place to raise kids
An "excellent" neighborhood is... is there such a thing?
