I know they offered bids to 75 and Pi Phi offered bids to 77, I understand. It just seemed strange that quota was so low. Obviously, I am totally out of the loop as to how this works.

Quota last year was 72. The addition of Alpha Omicron Pi in recruitment probably is the cause of lower quotas this year.

I think snaps may be involved as well because one of those groups was below total. They allowed a lot of QAs too though - more than the usual 5%.
