Personally? I'd send an anonymous message somehow to the chapter president or historian explaining that you don't think that's a very good representation of Greek Life and they might want to consider talking to the member and taking action before *someone* reports it to their adviser. That way you give them the benefit of the doubt that they weren't aware of it and they are now so they can do something and if they don't do anything you shouldn't feel nearly as bad reporting it.
