Actually, as to the McVeigh thing, there are now restrictions on ammonium nitrate fertilizer. I also think it's treated so it doesn't react with diesel the same way.
And there was a lot of talk about how they could have bought this undetected. We've actually taken some steps to fix that whole situation.
