The way it is supposed to work is that when Panhellenic is doing bid matching they (or the computer) keeps going until everyone is filled to quota or has gotten through their bid list. Then, if the campus panhellenic allows it, they will match the remaining women as quota additions to either their first choice or the smaller chapter, depending upon the campus rules. Some chapters limit quota additions to 10% of the pledge class size, or something like that too.
Chapters that don't match quota can try to snap bid the women who do not match in bid matching or as quota additions.
Filling your vacant quota spots or to ceiling is called COB.
